Works as a senior member of a fifty person team providing program management support to the Department of Defense (DoD) Military Health System (MHS) Cyberinfrastructure Services (MCiS) organization. MCiS provides communications and computer infrastructure components in support of the MHS TRICARE Program. Specific responsibilities include: providing direct program management support to one or more MCiS Deputy Directors (GS-15 level); developing project implementation plans spanning multiple Information Technology (IT) programs; researching, analyzing and providing recommendations for resolving issues impacting on program execution; applying the Information Technology Service Management (ITSM)-based life cycle methodology to all supported programs; developing statements of work and other supporting documentation for vendor solicitation packages; performing risk assessments and developing risk mitigation plans; conducting schedule, technical, and cost tradeoff analyses; planning, controlling, and monitoring all aspects of program execution; providing relevant and timely status reports to all stakeholders in written and verbal format; and leading and mentoring more junior program management personnel on the MCiS support team.
Required Qualifications:
Education – (M) Bachelor’s degree, (D) Bachelor’s Degree in a technical or rigorous analysis discipline such as engineering, operations research, computer science, (D) Graduate Degree or equivalent, (HD) Masters in Business Administration or other area of expertise relevant to program management
Experience – (M) Ten years plus of relevant project management experience, (M) Five years plus working effectively as a senior leader on a large team, (D) Five plus years of information technology (IT) experience including IT infrastructure, (D) Experience providing project management support to multiple large-scale IT projects at the same time, (HD) Experience providing program management support in the DoD or MHS environments
